Amend HB730 TRCC
The Texas Residential Construction Commission Act
 

(Builder Protection Act)

TRCC’s Fundamental Flaw – Knowledge and Financial Responsibility are Optional for Texas Home Builders 

Amend TRCC be as follows: 
 
Amend Chapter 416 of TRCCA (HB730), to include Chapter 303, Texas Star Builder Program PROPOSED RULES (REVISED 11/17/04 making it mandatory for all homebuilders doing business in Texas .  Currently, the Texas Star Builder Program is voluntary.  If changed to mandatory, builders would be required to qualify by demonstrating knowledge, experience, proof and history of Financial Responsibility 

If TRCC is supposed to be good for homebuyers, it should be Optional 

 Amend TRCC as an optional process for homeowners, rather than mandatory.  If revised TRCC could actually serve to resolve construction defect issues with builders plus, homeowners would welcome a state service if it was free, voluntary, and effectively enforced.
