Richmond leaves open issue of report on toxic site
The Richmond City Council put off approval Tuesday of a controversial environmental report that would allow the construction of 269 residential units on a highly toxic, waterfront site...Toll Brothers home builders is proposing the five-story, Westshore Marina Residential Condominiums on a vacant 6-acre site at the end of Marina Way South. The units are expected to sell for between $800,000 and $1 million.

The council listened to 44 speakers during a public hearing on the project's environmental impact report, which opponents say is inadequate because it does not fully address the need to remove 10,000 cubic yards of contaminated soil from the site.

Toll Brothers home builders is proposing the five-story, Westshore Marina Residential Condominiums on a vacant 6-acre site at the end of Marina Way South. The units are expected to sell for between $800,000 and $1 million.

The Council decided to leave the public hearing open and will consider the issue again within 30 days. During that time, the developer, city staff and the Department of Toxic Substances Control will try to develop a plan for removing 10,000 cubic yards of contaminated soil from the site.

According to a Department of Toxic Substances Control report, the property is contaminated with antimony, a toxic metal. In small doses, antimony can cause headaches, dizziness and depression, according to the Environmental Protection Agency's Web site. In larger doses it can cause violent vomiting and death.
