Associated Press AUSTIN -- Comptroller Carole Keeton Strayhorn says the Texas Residential Construction Commission doesn't have the power to force homebuilders to repair defects in new houses. The Republican, who's running as an independent for governor, says the commission isn't enforcing builder registration laws. Strayhorn says the agency also is shifting most of the money it raises back to the state budget -- rather than spending it to carry out its mission. Strayhorn Monday said if it were up to her, "I would blast this Texas Residential Construction Commission off the bureaucratic books." A spokesman for the commission didn't immediately respond to a request for comment. The legislation that created the commission in 2003 was backed by homebuilders. Consumer advocates say the law made home buyers pay fees to file a complaint and limited their legal recourse. |
