Mar 30 2001: Testimony heard for Texas Senate Bill SB623 Randy Birdwell, CEO of Emerald Homes spoke in favor of the bill. This bill would provide more protection to builders even if a reasonable offer was not provided prior to a suit (arbitration). Others who testified include:
