With the abolishment in 2010 of the homebuildersâ Texas Residential Construction Commission (TRCC), it marked the end of a long battle over the rights of homeowners. Today, as it was in 2001 before TRCC, to cut hair, catch a fish or drive a car requires a license, but anyone can be a builder in Texas. Knowledge and financial responsibility are optional to become a builder, but required to drive a car in this state. Homebuilding is unregulated, there is no state agency that oversees the industry or new home sales. New home warranties give a false sense of security.

Austin TX â With the abolishment in 2010 of the homebuildersâ Texas Residential Construction Commission (TRCC), it marked the end of a long battle over the rights of homeowners. The certainty was that home builders operated the agency and the process imposed unnecessary hardships on homeowner, and that the agency did more harm than good for homeowners.

Home Owners for Better Building urges support for passage of the following list of Consumer Protection Bills for the 83rd Session:
1) HB 1887 Author Rep. Joe Farias and Joint Author Lon Burnam
Texas Veteran Homebuyer Protection Act (New Home Lemon Law).
Relating to consumer protection for and remedies available to a veteran who buys a home that does not comply with certain warranties; providing an administrative penalty.
If passed Texas would be the first state in the nation to pass a Home Lemon Law.
2) HB 3736 Author Lon Burnum: Homebuilder State Standard Contract Forms, known as the Texas Real Estate Commission New Home Construction Contract.
3) HB2526 Author Eddie Rodriguez: Relating to the provision of construction documents to certain purchasers of newly constructed homes. Documents would include blueprints of the home constructed.
4) HB 2527 Author Eddie Rodriguez: Relating to disclosure of the nature and remediation of construction defects in residences repurchased and subsequent resale. Related to the Home Lemon Law resale disclosure.
