The Texas Residential Construction Commission (TRCC) is currently being reviewed by the Texas Sunset Commission to determine whether the agency will continue to operate. TRCC is run exclusively by the homebuilding industry to regulate homeowners. It is by far the most criticized state agencies ever created.

Texas Comptroller: "This agency imposes costly and bureaucratic roadblocks for homeowners left out in the cold by shabby construction and a commission dominated by builders," Strayhorn said... "It is clear that the Texas Residential Construction Commission functions as a builder protection agency." ..."if it were up to me personally, I would blast this Texas Residential Construction Commission builder-protection agency off the bureaucratic books." The agency has been criticized by every news media in the state as well. Now it’s your turn.

Now is the time to speak up!  We need everyone to write the Texas Sunset Commission and comment on the foolishness of this home builder run agency that regulates homebuyers and protects shoddy home builders in this state.  Your TRCC experience and/or the reasons why you refused to participate in the builder created and run state agency needs to be told.  Let your voice be heard about this very important issue.  Send you comments to:

The Sunset Review of the
Texas Residential Construction Commission

The mission and performance of the Texas Residential Construction Commission is currently being reviewed by the Legislature as required under the Texas Sunset Act. The Act provides that the Sunset Commission, composed of legislators and public members, periodically evaluate a state agency to determine if the agency is still needed, and what improvements are needed to ensure that state funds are well spent. Based on the recommendations of the Sunset Commission, the Texas Legislature ultimately decides whether an agency continues to operate into the future. 

The Sunset review involves three steps. First, Sunset Commission staff will evaluate the Texas Residential Construction Commission and, in August 2008, will issue a report recommending solutions to problems found. The Sunset Commission will then meet to hear public testimony on the agency and the recommendations of the Sunset staff. This meeting is scheduled for September 23-24. Based on public input and the Sunset staff report, the Sunset Commission will adopt recommendations for the full Legislature to consider when it convenes in January 2009.

Through the Sunset review, every Texan has the opportunity to suggest ways in which the mission and operations of the Texas Residential Construction Commission can be strengthened. If you would like to share your ideas about the agency, please contact Kelly Kennedy of the Sunset staff. Suggestions are preferred by May16, 2008 so they can be fully considered by the Commission staff.
